MSIF group chief executive Louise Towers one of three new non-executive directors to join the board of ‘public service innovation agency’ Capacity. Tony McDonough reports
Public service innovation agency Capacity has appointed three new non-executive directors to its board as it celebrates its 10th year.
Established in Liverpool in 2016, Capacity works with public and third sector organisations across the city regions to help them work more effectively – “working where systems don’t quite join up”.
It also delivers the services its designed from We are Juno, a network of not-for-profit children’s residential homes to 3ni, the national network for neighbourhood regeneration and Social Climbers, a venture supporting local social enterprises and charities.
Its three new board members are Louise Towers, chief executive of MSIF which includes River Capital. Gateway Angels and the Liverpool City Region Finance Hub, Paul Boyce, a partner at Coral Reef and an experienced local government and NHS executive and Chris Wright who has 30 years’ experience across the social care and criminal justice systems.
Louise said: “I’m delighted to be joining Capacity’s group board as non-executive director. Public services are at the heart of our communities in Liverpool city region and Capacity is an organisation redefining what good public services look like.”

Chris Catterall, Capacity’s chief executive, added: “Capacity is celebrating 10 years in 2026. It’s a big milestone and a good time to welcome Louise, Paul and Chris and the knowledge and skills they bring with them.
