Liverpool reveals plans for devolution

It has been revealed that Liverpool’s priorities following devolution include: the redevelopment of Lime Street Station to accommodate the high speed rail project, funding to stimulate housing growth and influence over investment for further education colleges.

Leaders from the city are to discuss steps towards securing a devolution package following the agreement of the ‘Devo Manc’ deal for Manchester.

Proposals for devolution have been outlined in a report to the Liverpool City Region Combined Authority as it is “now timely” that the city builds on the powers supplied under the city deal and growth deal, already awarded by government.

The city’s economy, despite being a “significant component” to the Northern Powerhouse, is not performing to its full potential, according to the report, and further devolution is necessary to ensure the city region can accelerate its economic growth.

It argues that Liverpool’s approach is “gaining increasing credibility and recognition”, as demonstrated by other areas wanting to work more closely with the city. It highlights West Lancashire District Council’s recent application to be an associate member of the combined authority and joint working with other councils in the North.

The report will be discussed at a meeting on Friday (21 November).
