HMS and Sovini in £1.2bn Torus framework deal

Liverpool affordable housing group Torus says new £1.2bn framework will see HMS and Sovini help manage and maintain its 40,000 homes. Tony McDonough reports

Affordable housing provider Torus has launched its biggest-ever repairs and maintenance framework worth £1.2bn.

Liverpool-based Torus has awarded £450m to repairs and maintenance business HMS, which it has owned since 2019. HMS operates as a standalone venture and has a turnover of around £100m a year.

HMS is appointed as a tier one supplier while Sovini Property Services, also based in Liverpool, is appointed as a tier two supplier under the framework. Starting in April, the four-year deal will see the two firms manage and maintain Torus’s 40,000 homes.

Torus says both firms were appointed to the framework following a “robust and transparent” procurement exercise.

Chief operating officer, Cath Murray-Howard, said: “As a group, we are committed to ensuring value for money for our tenants, it’s important they know their rent is being reinvested correctly.

“This framework means that not only will all our tenants receive the support they deserve, but that Torus can continue to deliver vital repairs and maintenance services without any interruption or delays.

“I’m delighted to be working with HMS and Sovini Property Services to provide a long-term, sustained service to our customers. Each proposal highlighted both organisations’ commitment to their customers, communities and a job well done, which aligned wholly with how Torus operates.”

HMS will deliver a range of services to Torus’s property portfolio across Liverpool city region, Cheshire East and West, Wirral, West Lancashire and Wigan.

It will head up a number of workstreams, including responsive, vacant home property repairs and planned maintenance, facilities management, gas and electrical servicing and estate services.
