Planners set to green light start of £1bn development

Work on a £1bn skyscraper cluster close to Liverpool waterfront and backed by billionaire Tom Morris, may begin soon with councillors set to decide within days whether to give the go-ahead. Tony McDonough reports

Davos plans a 28-storey tower to kick off its £1bn King Edward scheme

 

Councillors on Liverpool’s planning committee will be asked in the next few days to give the green light to the start of a mega £1bn development close to Liverpool waterfront.

Davos Property Developments and Beetham Davos plan to build 10 high-rise residential buildings, one rising to 60 storeys, on what is currently the King Edward Industrial Estate.

It will comprise 2,750 apartments, 200,000 sq ft of office space, a new 25,000 sq ft events arena and 250,000 sq ft of commercial leisure, retail, and food and beverage space.

In June 2025 Davos submitted its first planning application to build a 28-storey residential tower on one of the plots. This application will now be considered by councillors on Tuesday, February 17. Planning officers are recommending approval.

Designed by scheme master planner Brock Carmichael, this tower will offer 255 one, two and three-bed apartments and is described as a ‘pathfinder’ that will set the tone for the scheme’s wider ambitions.

“This is welcome news and follows a lot of consultation and hard work from all sides to arrive at this position. I welcome the recommendation to approve and await the committee’s scrutiny keenly,” said Hugh Frost of Beetham Davos.

This application, the first for the eight-acre site, focuses on the plot which includes the former Bacchus Taverna at the junction of Waterloo Road and the now stopped-up Galton Street, at the scheme’s north west boundary.

“This is a confident articulation of the wider site’s potential and sets the design tone for our aspirations,” added Chris Bolland, managing partner of Brock Carmichael.

“With half the football season under our belt we can see just how busy this frontage is when Everton play at home, so our plan to animate the ground floor on two frontages with leisure occupiers has proven to be prescient.”

Included in the development is a residents’ lounge, gym and workspace will be provided on the first floor, with the top floor boasting two indoor lounges and a large outdoor space for barbecues and social gatherings.

The outdoor space will enjoy 360-degree views of the city skyline, river Mersey and the Welsh mountains. There will be 127 one-bed units, 123 two-bed and five three-bed. It will provide 15% parking provision.

Darren Muir of Pegasus Group, planning consultant for the development, also said: “If approved, the tower will set the benchmark for residents’ amenity, with almost 50 sq ft of shared space per apartment.”

Pegasus Group is providing planning, economics, heritage and EIA Services to the client team behind the King Edward scheme. Brock Carmichael are the masterplan architects, with Planit leading on landscape design.
