Annual index recognises Liverpool building firm and fire safety specialist Frank Rogers as one of the best-performing SMEs in the North West amid a trio of new framework successes. Tony McDonough reports
Liverpool building and fire safety specialist Frank Rogers has seen its stellar growth recognised in an annual index of the best-performing SMEs in the North West.
And to underline that progress the family firm has announced that it has been appointed to three new public sector frameworks that are likely to lead to a significant volume of new work.
Based in Clubmoor, Frank Rogers has catapulted up a league table of the best performing SMEs in the North West, compiled by Insider Media. This is thanks to a 40% rise in annual revenues to £28m, revealed by LBN in July.
In the Insider table last year the business, which has been trading for more than 50 years, was ranked at 136. In the latest table Frank Rogers has risen to 18.
It also achieved a number one in the construction procurement process, indicating a proposal met or exceeded the criteria. Frank Rogers has consistently scored number one across a string of recent bids and is fast becoming recognised as a top tier contractor.
Led by managing director Dean Rogers, the firm has continued its momentum through 2025, leveraging its extensive experience and diverse expertise across construction, energy, and fire protection to keep winning more work.
In April, LBN reported that Frank Rogers is also gaining recognition for its work on heritage and conservation projects, with a growing portfolio spanning some of the North West’s most iconic buildings.
Two of three frameworks wins are with Liverpool city region affordable housing provider, Torus. One is for passive fire remedial work and the other is a contractor framework offering work valued at up to £15m.
Frank Rogers has also secured a place on another framework run by Liverpool city region rail operator Merseyrail. That is a general construction framework covering jobs valued between £100,000 and £1.5m.
This adds to the existing frameworks that the firm is already on with Procure+, Fusion 21 and CHIC. They have also been appointed to the ProcurePublic Framework for remedial works.
ProcurePublic is part of the National Framework Partnership group and promotes more than 400 suppliers and 120 frameworks throughout the UK. It all pushes the firm closer to being a tier one contractor.
The firm has also retained contracts with a number of developers in the affordable housing sector, including Riverside Housing, Plus Dane, and it recently completed works for the City of Liverpool College.
Frank Rogers was ranked number one for its Torus fire work, Merseyrail and the City of Liverpool College.

Managing director, Dean Rogers, says he is particularly proud of recent work for the college on its multi-million-pound academy for construction skills.
He added: “Securing the number one position on both Torus and Merseyrail frameworks underlines the confidence our clients have in our approach to safety, delivery and collaboration.
“Merseyrail is a new framework for us, and entering at the top of the table is a strong signal of our capability.
