HR and health and safety consultancy HPC has announced the promotion of senior consultant Claire McGuinness to its management team.
Claire, who joined Liverpool-based HPC in 2021, now becomes head of operations. This move will allow founder and managing director Victoria Brown to focus on the continued growth of sister venture oneHR Software, a HR and health and safety software provider.
HPC is one of the fastest-growing HR and health and safety consultancies in the North West. It is currently helping businesses across multiple sectors navigate the myriad of complex employment law changes, which the Government plans to roll out this autumn.
As head of operations Claire, who was Employee of the Year at the Downtown Women in Business Awards in 2024, is tasked with “ensuring strong leadership and continuity” at HPC and maintaining its “outstanding reputation for delivering the very best advice and guidance”.
“Claire has been instrumental in HPC’s growing success over the last four years,” said Victoria. “She has consistently demonstrated outstanding leadership, dedication, and a clear vision of how we can continue to strengthen and improve our operations.
“We are excited to see how she will continue to drive growth and success in this new role. This promotion reflects HPC’s commitment to recognising talent and investing in leadership.”

Claire added she was “grateful for the trust the company has placed in me”. She explained: “I am well aware of the high standards that HPC have set in the HR arena for over a decade and a half now.
“I am committed to not just ensuring that those standards are maintained, but, with our growing team of consultants, improved. In these challenging times for business, it is crucial that companies are given the very best HR advice and support.
“We need to help them engage with their staff, strategically adapt to the new business environment we are operating in, and make sure that they are fully up-to-date and ready for the significant employment law changes that are on the way.”
“HPC has long been seen as the premier HR consultancy by many in Liverpool and we intend to secure that position in the coming months and years.”
